Europe felt a moment of respite on Monday, as the tension sparked by the presentation of a new comprehensive peace framework for achieving ceasefire appeared – temporarily – to have been stabilised. A American diplomat spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its response: another massive barrage of missile and drone strikes on Kyiv.
The Cycle of Negotiation and Warfare
The succession of opposing developments captured the bleak nature of the outgoing year. By day, negotiation efforts are conducted: positive announcements are delivered from multiple capitals. Significant resources is allocated on managing certain initiatives. By night, the Kremlin brutally reminds the world that, for them, war remains the main instrument for achieving "resolution".
Nighttime Reality
As military strikes unfolded into the early hours of Tuesday, the current condition of Ukraine's vulnerability was laid bare. Ukraine is capable of detecting projectile deployments from enemy soil, a capability enabled by current data. From witness perspectives, defense planes that had been dispatched to engage hostile cruise missiles flew past – sophisticated military planes supplied to Ukraine by Western partners.
Moments later, Kyiv's anti-aircraft weapons activated: multiple launches targeted at a hostile projectile. This was a sophisticated defense system at work, most likely provided by partner states. Every firing jolts you unexpectedly, shaking the windows. The moment of terror quickly becomes grim resignation: perhaps the incoming missile won't cause damage this time, sparing the city from catastrophe and additional electricity failures.
Continuous Dangers
Following this, a heavy machine gun engaged a drone somewhere nearby, part of a mobile-fire group – most likely imported technology. Sadly, the shots failed to hit the opposing UAV – it continued its flight toward its target.
Intermittently, this continued until dawn. Kyiv awoke to the morning news: several casualties, damage and infrastructure problems in numerous residences as a result of the night's assault. As customarily, everyone still went about their day – experiencing conflict. But those full day demonstrated Ukraine's essential dependence on external assistance – a reliance that European nations are demonstrably unable to replace in the immediate future.
Failed Diplomacy
The 28-point plan from Washington sparked intense emotion, debate and deep concern – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and international summits.
Every new approach from American administration adheres to the identical sequence: a political offensive against Ukraine, which Kyiv, with allied governments, effectively counters. They manage the tension but never actually achieve victory. This trend will, certainly, continue.
Political Considerations
It is tempting to accuse particular leaders of consistently pushing Moscow's conditions. But that does not seem to be the entire situation. American leadership operates on a principle understood by seasoned negotiators: you cannot achieve through diplomacy what you have been unable to protect through force. The White House believes that it is unrealistic to force Russia to relinquish the areas that it currently occupies in Ukraine's southern or eastern regions.
The issue is that while accepting these circumstances, Washington does minimal to discourage Russia, through diplomacy or military means, from believing that the current condition will not change more in its benefit in the near future.
Opposing Positions
Therefore, Russian leadership is certain that time is on his side – that Ukraine and its partners are nearing depletion. Their incentive to accept conditions that does not give them the largest achievable advantage is close to zero. There may be multiple initiatives to achieve ceasefire, but they will persist as long as Russia's leadership remains completely certain in the outcome.
On the contrary, Kyiv believes that Ukraine can still endure, gradually sacrificing lives and land but averting a total frontline collapse until situations evolve in its advantage.
Current Realities
Factually, there are no genuine requirements for a truce. Now, personal considerations are entering the equation: leadership ambitions to negotiate peace and secure international recognition, and the government's dual difficulties – on one hand, not to alienate a key ally, and on the other, to unite the population around the national cause against any proposal Kyiv finds unsuitable, so that their focus does not shift toward internal issues. And although their objective will now be much harder after current events, it remains very improbable that this will change their overall approach.
These opposing factors are influencing discussions.
Conclusion and Outlook
It took a just a single week to terminate the proposed articles of the latest plan. Assertive and inconsistent approach of the matter by Washington, opposition by Ukraine and the rest of Europe, along with pacifying measures of diplomats, and finally, recent disclosures, all did their job.
While new plans based on established approaches are imminent, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to counter political attacks from Washington that are based on Russian demands and reflect specific hesitation to modify developments, if they maintain solidarity and strengthen their defence capabilities at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the foreseeable future, primarily depend on ongoing international assistance.
